The monograph is intended to provide policymakers and stakeholders of every earthquake-prone community and nation with basic information they can use to start the long-term process of becoming earthquake resistant. It is a synthesis of the experiences of over thirty American, French, and European contributors who have worked on a wide variety of earthquake problems in plate margin and intraplate tectonic regimes of the world. Each contributor, as well as the one hundred fifty international experts from twenty other countries throughout the world who reviewed the document and who will help to promulgate its implementation, is an advocate for earthquake risk assessment and earthquake risk management in his country. The scope of the monograph encompasses: a) advances in scientific and technical knowledge since 1990, b) increased national capability since 1990, and c) initiatives for the 21st century. The objective is to provide basic information that will assist earth scientists, engineers, planners, policy officials, and others in advancing the professional practice of seismic zonation in their country and in fostering the adoption and implementation of public policy and professional practices to prevent or reduce unacceptable risk from ground shaking, ground failure, surface fault rupture, regional tectonic deformation, tsunami wave run-up, and aftershocks.
